Functions of the Autonomous Procurement Department include:
- Ensure compliance with the legislation on procurement matters;
- Develop, execute, and keep the procurement plan for each fiscal year up to date;
- Coordinate the process of developing Technical Specifications and/or Terms of Reference;
- Support and guide the other organic units of the INS in the elaboration of the terms of reference.;
- Prepare the tender documents;
- To plan, manage, and execute the hiring processes;
- Receive and process complaints and appeals filed, and ensure compliance with procurement procedures.;
- Ensure the preparation, management, and execution of contracts up to the acceptance of works, goods, or services.;
- Provide assistance to the Jury and ensure compliance with all relevant procedures;
- Submit the hiring documentation to the Administrative Court;
- Provide the necessary cooperation to control bodies and audits;
- Ensure proper safekeeping of documents for each contract;
- Forward the necessary data and information to the Functional Unit for Procurement Supervision for the creation, maintenance, and updating of statistical studies on public procurement.;
- Maintain adequate information on contract compliance and the Contractor's performance, and inform the Functional Unit for Procurement Supervision of any relevant matters;
- Be responsible for the maintenance and updating of the Cadastro Único, in accordance with instructions;
- Propose to the Functional Unit for Procurement Supervision the inclusion in the Register of persons or entities barred from contracting with the State.;
- Perform other activities that are superiorly determined for you under the terms of the INS Organic Statute and other applicable legislation.
